I'm not an "agilist". And when I look at WHY the agile manifesto came into being, what I see is clearly a call for a change in Governance. The reason for the change in Governance is pretty clear too, which is that the developers felt unable to unilaterally balance the value of their Capability with the demand on their Productivity. I haven't seen anything about Agile beyond that reading of the manifesto which has both uniquely-and-usefully been about any other problem.
We can ask why Demand became so incompatible, and mainly what we're going to conclude is that Demand Management has been "poor" and that the increased velocity of change has been the effect (symptom) of poor demand management. That is not solved by "Agile".
